Jamaican Saltfish Fritters

In a mixing bowl, combine flour, baking powder, black pepper, and cayenne pepper.
Add flaked saltfish, chopped scallions, onion, bell pepper, minced garlic, lime juice, and thyme to the dry ingredients.
Gradually mix in water until a thick batter forms, ensuring all ingredients are well combined.
Heat vegetable oil in a deep skillet over medium heat until shimmering.
Drop spoonfuls of the batter into the hot oil, frying in batches to avoid overcrowding.
Fry for 3-4 minutes on each side until golden brown and crispy.
Use a slotted spoon to remove fritters and drain on paper towels.
Serve hot with a dipping sauce or as is.
