Line a muffin tin with paper liners.

In a bowl, mix together the flour, cocoa powder, sugar, baking powder, and salt.

In another bowl, whisk the eggs, milk, oil, and vanilla extract.

Combine the wet and dry ingredients until just mixed.

Fold in the chocolate chips.

Spoon the batter into the prepared muffin tin, filling each cup about 2/3 full.

Bake for 18-20 minutes or until a toothpick comes out clean.

Let cool in the pan for a few minutes before transferring to a wire rack.

Serve warm or at room temperature.
