Fry chopped onions in salad oil until they begin to turn golden.
Boil water with about 3/4 teaspoon of salt, then add chopped potatoes and cover to boil until tender.
Once the onions are tender, add salt to taste and spices of choice, then add tomato paste and cover to cook for a few minutes.
Add ground beef to the onion mixture and cook for about 5 minutes before adding green peas and chopped carrots.
Cover and cook the mixture for about 15 minutes, stirring every few minutes to ensure even cooking.
After 15 minutes, add grated green pepper and cover to let it rest.
Grease and dust a 10 to 11-inch pan for baking.
Mash the boiled potatoes with about 1 teaspoon of butter, adding reserved potato water as needed to achieve a soft but slightly firm texture.
Spread the ground beef mixture evenly at the bottom of the pan, then top with the mashed potatoes, flattening it out.
Poke holes in the potato topping with a fork, then sprinkle grated cheese on top.
Cover the pan and reduce the heat to the lowest setting on the gas stove to bake the shepherd's pie.
Optionally, place coals on top for better cooking of the surface and melting of the cheese.
Bake for about 20 to 25 minutes until ready.
