Add chopped onions and sauté until translucent, about 5 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Add cubed beef and brown on all sides, about 8-10 minutes.
Sprinkle in paprika, cumin, salt, and black pepper; stir to coat the beef.
Pour in red wine and scrape up any browned bits from the pot.
Add chopped bell peppers, carrots, and tomatoes; mix well.
Pour in beef broth and add bay leaves; bring to a simmer.
Cover and cook on low heat for 1.5 to 2 hours, until beef is tender.
Add cubed potatoes and cook for an additional 30 minutes, until potatoes are soft.
Taste and adjust seasoning as needed; remove bay leaves before serving.
Garnish with chopped parsley before serving.
