Mix all-purpose flour, water, and salt in a bowl until a dough forms.
Knead the dough on a floured surface until smooth, about 5-7 minutes.
Cover the dough with a damp cloth and let it rest for 30 minutes.
Finely chop onion and garlic, then sauté in vegetable oil until translucent.
Add ground meat, black pepper, cumin, and coriander to the pan; cook until browned, about 5-7 minutes.
Remove from heat and mix in chopped fresh herbs.
Roll out the rested dough on a floured surface until thin.
Cut the dough into squares or circles, about 3 inches in diameter.
Place a spoonful of the meat mixture in the center of each piece of dough.
Fold the dough over the filling and pinch the edges to seal tightly.
Arrange the filled dumplings in a steamer basket lined with parchment paper.
Steam the dumplings over boiling water for 20-25 minutes until cooked through.
Serve hot with a side of tomato sauce and a dollop of yogurt, drizzled with lemon juice.
