Remove steak from skillet and let rest on a cutting board for 5 minutes.
In the same skillet, add butter, chopped onion, bell pepper, and carrot.
Sauté vegetables for 4-5 minutes until softened and fragrant.
Add water and bring to a simmer.
Stir in cornstarch mixed with water to thicken the sauce.
Add scallions and sesame oil, cooking for an additional minute.
Slice the rested steak against the grain.
Serve steak topped with the black pepper sauce and sautéed vegetables.
