Heat a Griswold skillet until warm.
Add 1 pound of ground beef (80/20) to the skillet and let it cook.
Mix in cumin, oregano, smoked paprika, and chili powder with the beef.
Chop cabbage, half an onion, one Anaheim pepper, and one jalapeno pepper using a hash knife.
Add the chopped vegetables to the skillet with the beef and cook until tender.
After the beef and vegetables are cooked, turn off the heat and stir in 2 tablespoons of Worcestershire sauce.
Set the filling aside to cool.
In a mixing bowl, combine 2.5 cups of all-purpose flour, 1 teaspoon of salt, and 1 teaspoon of baking powder.
Chop 1 stick of chilled butter into small chunks and mix it into the flour until it resembles coarse crumbs.
Add 1 cup of tap water gradually and mix until the dough comes together.
Knead the dough until it's not sticky, adding more flour if necessary.
Roll out the dough to about 1/8 inch thick.
Use a 5-inch cutter to cut out circles from the dough.
Place about 2 tablespoons of filling in the center of each circle.
Fold the dough over the filling and crimp the edges with a fork to seal.
Prepare a deep fryer or large pot with 2 inches of peanut oil and heat to 350-375°F.
Fry the pies in batches until golden brown, about 3-4 minutes per side.
Remove the fried pies and drain on paper towels.
