Gradually add 2 1/2 cups of water until the batter reaches a suitable consistency.
Cover the batter with a paper towel and let it rest.
Heat oil in a deep frying pan until hot.
Scoop the batter and carefully drop it into the hot oil, ensuring enough oil covers the pholourie.
Fry until golden brown, turning to ensure even cooking.
Remove from oil and drain on paper towels.
