Prepare the Banana Chin Chin dough by mixing all-purpose flour, baking powder, salt, and powdered milk in a bowl.
Mash the ripe bananas in a separate bowl until smooth.
Add the mashed bananas and butter to the dry ingredients, mixing well.
Gradually incorporate water to form a dough.
Knead the dough until smooth, then roll it out to about 1/4 inch thickness.
Cut the dough into small shapes or strips using a knife or pastry cutter.
Heat oil in a deep skillet over medium heat until hot.
Fry the dough pieces in batches until golden brown, about 3-4 minutes per batch.
Remove fried chin chin and drain on paper towels.
Allow to cool before serving.
