Add 2 tbsp of olive oil to your pan over medium heat.
Add ground beef and cook for 3-5 minutes or until browned.
Add chopped onion and sauté until translucent.
Add garlic and cook for a minute.
Season with salt and black pepper.
Add cooking wine and let it cook for 2 minutes or until it evaporates.
Add bay leaves and tomato sauce.
Add broth or a cup of water.
Add olives and cook for about 8 minutes.
After 8 minutes, add potatoes, carrots, raisins, and peas; cook for another 8 minutes or until the sauce has reduced to half.
Add diced bell pepper and cook for 2 minutes.
Serve with white rice.
