Add ground beef; cook until browned, breaking it apart, about 5-7 minutes.
Incorporate diced tomatoes and potatoes; stir well to combine.
Add diced carrots and raisins; mix thoroughly.
Pour in soy sauce and vinegar; add bay leaves and black pepper.
Simmer on low heat for 20-25 minutes until potatoes are tender.
Stir in green peas; cook for an additional 5 minutes.
Remove bay leaves before serving.
Serve hot with rice.
