Prepare the dough by mixing all-purpose flour and salt in a bowl.
Add water gradually and knead until smooth; cover and let it rest for 30 minutes.

Add ginger, garlic, and green chilies; sauté for 2 minutes until fragrant.

Add mashed potatoes, green peas, soy sauce, turmeric, red chili powder, and salt; mix well and cook for another 2 minutes.
Remove the filling from heat and let it cool slightly; stir in chopped coriander leaves.
Divide the dough into small balls and roll each into a thin circle.
Cut each circle in half; form a cone by folding and sealing the edges with water.
Fill the cone with the prepared filling and seal the top edge securely.
Heat oil in a deep pan over medium heat until hot; fry the samosas until golden brown, about 5-7 minutes.
Remove from oil and drain on paper towels; serve hot with chutney.
