Wash oxtail under running water with a splash of vinegar.
Chop and dice carrots, onions, scallions, and garlic.
Season oxtail with powdered seasoning, Worcestershire sauce, and browning; rub in well and marinate for 30 minutes.
Heat cooking oil in a large skillet over medium heat; sear oxtail for 3-4 minutes on each side.
Remove oxtail and set aside; add onions, scallions, and garlic to the skillet and sauté until onions are soft.
Add reserved liquid from marinated oxtail to deglaze the skillet; if none, use a splash of water.
Return oxtail to the skillet, add carrots, and enough beef broth to cover the oxtail.
Add a sprig of thyme and 1 tablespoon of ketchup; cover and simmer for 2.5 to 3 hours on medium to low heat, checking liquid levels occasionally and adding water as needed.
After 2 hours and 45 minutes, add broad beans and simmer for an additional 2-3 minutes to heat through.
