Preheat the oven to 350°F (175°C).

In a large bowl, mix together the flour, sugar, cocoa powder, baking powder, baking soda, and salt.

In another bowl, cream the softened butter until light and fluffy. Add the eggs one at a time, mixing well after each addition. Stir in the vanilla extract.

Gradually add the dry ingredients to the wet ingredients, alternating with the milk, and mix until just combined.

Fold in the chocolate chips and chopped hazelnuts.

Pour the batter into a greased 9-inch round cake pan and smooth the top.

Bake for 30-35 minutes or until a toothpick inserted in the center comes out clean.

Let the cake cool in the pan for 10 minutes, then transfer to a wire rack to cool completely.

In a separate bowl, mix the mascarpone cheese with powdered sugar until smooth.

Once the cake is cool, spread the mascarpone mixture on top and dust with cocoa powder before serving.
