Bring water and butter to a boil over medium heat.
Add flour and stir until it forms a ball.
Transfer the dough to a bowl to avoid heat from the pan when adding eggs.
Beat in the eggs one at a time using a wooden spoon.
Fill a pastry bag with the dough and pipe onto a lined baking sheet.
Use a wet finger to smooth down the peaks.
Bake in a preheated oven at 220°C (about 428°F) for 20 to 25 minutes until golden brown.
While the puffs are baking, beat the heavy cream with a splash of vanilla extract and sugar to taste.
Melt chocolate chips in a heatproof bowl over a pan of simmering water, stirring occasionally.
Once the puffs are golden brown and hollow, allow them to cool and make a hole in the bottom.
Fill the puffs with whipped cream until they slightly bounce back.
Dip the filled puffs in the melted chocolate and refrigerate to solidify.
