Preheat the oven to 425°F (220°C).
In a saucepan, combine water, butter, and salt; bring to a boil.
Remove from heat and add all-purpose flour at once; stir vigorously until the mixture forms a ball.
Return to low heat and cook for 1-2 minutes to dry out the dough slightly.
Transfer the dough to a mixing bowl and let cool for a few minutes.
Add eggs one at a time, mixing well after each addition until smooth and glossy.
Stir in grated gruyère cheese until fully incorporated.
Spoon or pipe small mounds of dough onto a baking sheet lined with parchment paper.
Bake for 20-25 minutes until puffed and golden brown.
While the gougères cool, prepare the salmon rillettes by mixing smoked salmon, cream cheese, dill, lemon juice, black pepper, and chives in a bowl.
Fill the cooled gougères with the salmon mixture using a piping bag or spoon.
Serve warm or at room temperature.
