Heat cooking oil in a large pot over medium heat until shimmering.
Add cumin seeds and bay leaves; sauté until fragrant, about 1 minute.
Stir in finely chopped onions and cook until golden brown, about 10-12 minutes.
Add minced ginger and garlic; sauté for 2-3 minutes until raw smell disappears.
Incorporate chopped tomatoes and cook until they soften, about 5-7 minutes.
Add coriander powder, turmeric powder, red chili powder, and salt; mix well and cook for 2 minutes.
Reduce heat and add yogurt gradually, stirring constantly to prevent curdling.
Add mutton pieces to the pot; mix to coat in the spice mixture.
Increase heat to medium-high and brown the mutton on all sides, about 5-7 minutes.
Pour in enough water to cover the mutton; bring to a boil.
Reduce heat to low, cover, and simmer for 1.5 to 2 hours until mutton is tender.
Stir in garam masala and cook for an additional 5 minutes.
Garnish with chopped fresh cilantro before serving.
