Marinate quail with yogurt, ginger, garlic, green chilies, and spices for at least 1 hour.
Heat ghee in a large pot over medium heat until melted.
Add sliced onions and cook until golden brown, about 10-12 minutes.
Remove half the fried onions and set aside for garnish.
Add marinated quail to the pot and cook until browned, about 5-7 minutes.
Stir in chopped coriander and mint leaves, mixing well.
Add soaked basmati rice and stir gently to combine with quail and spices.
Pour in water and bring to a boil, then reduce heat to low.
Cover the pot tightly and cook for 20-25 minutes until rice is tender.
Remove from heat and let it rest for 10 minutes without lifting the lid.
Fluff the biryani gently with a fork before serving.
Garnish with reserved fried onions and lemon juice before serving.
