In a saucepan, add 4 cups of granulated sugar and 3 tablespoons of cornstarch and whisk together.

Add 1/2 cup of heavy cream and 1/2 cup of milk to the mixture.

Turn the heat to medium-low and cook the mixture, stirring until it thickens and bubbles form on the surface.
