Activate the yeast by mixing 1 cup of liquid milk, 0.5 tablespoons of yeast, and 1 tablespoon of sugar in a bowl. Let it rest for about 5 minutes until it forms bubbles.
In a mixing bowl, combine 3 cups of all-purpose flour, 0.33 cup of sugar, 0.33 cup of powdered milk, a pinch of salt, and grated nutmeg.
Add the activated yeast mixture to the dry ingredients and mix.
Gradually add water until achieving a moderate consistency, not too thick or too runny.
Cover the bowl with a clean cloth and let the dough rest for about 40 minutes until it doubles in size.
Heat a lot of cooking oil in a deep pot over medium heat.
Mold and drop the dough into the hot oil, ensuring not to overcrowd the pot.
Fry until golden brown, regulating the heat to avoid burning the outer part while keeping the inside cooked.
Remove the puff-puff from the oil and drain on paper towels.
