Peel the green plantains using a paring knife, cutting off the ends and making a slit in the skin.
Clean the plantains by scraping off any excess skin.
Cut the plantains into one-inch and two-inch pieces.
Submerge the plantains in cold water with about a tablespoon of kosher salt to prevent oxidation.
Season the ground beef with onions, green peppers, cumin, Dominican oregano, kosher salt, and black pepper.
Add half a lime's juice to the meat mixture and combine well.
Heat a deep-sided skillet over medium-high heat and add half a tablespoon of oil.
Brown the ground beef, breaking it apart with a wooden spoon as it cooks.
Optionally, add water to the meat and let it stew for about 20 minutes for a velvety texture.
Add tomato paste and tomato sauce to the meat and let it simmer for about five minutes.
Optionally, add olives to the meat mixture and cook for an additional two minutes.
Fry the green plantains in hot oil over medium-high heat for about five to seven minutes, turning occasionally.
