1 medium onion, chopped
4 cloves garlic, minced
2 tablespoons olive oil
1 teaspoon salt
1/2 teaspoon pepper
1 cup glutinous rice
1/2 cup brown rice
4 cups water
4 cups chicken broth
2 tablespoons fish sauce
1 teaspoon safflower (kasubha)
2 tablespoons confit garlic
1/4 cup chives, chopped
1/4 cup crispy shallots
