Prepare the filling by chopping cabbage, carrots, green beans, and onion into small pieces.
Heat oil in a pan over medium heat and sauté garlic and onion until fragrant.
Add chopped vegetables to the pan and stir-fry for 5-7 minutes until tender.
Season the mixture with soy sauce, pepper, and a pinch of sugar; mix well.
Remove the filling from heat and let cool slightly.
Lay a spring roll wrapper on a clean surface with a corner facing you.
Place a spoonful of the vegetable filling near the corner of the wrapper.
Fold the corner over the filling, then fold the sides inward, and roll tightly to seal.
Repeat with remaining wrappers and filling.
Heat oil in a deep pan over medium-high heat until shimmering.
Fry the rolls in batches until golden brown, about 3-4 minutes per side.
Remove and drain on paper towels.
Serve with a dipping sauce made from vinegar and crushed peanuts.
