Prepare the filling by finely chopping cabbage, carrots, green beans, and onion.
Heat oil in a pan over medium heat and sauté garlic until fragrant.
Add the chopped vegetables to the pan and stir-fry for 5-7 minutes until tender.
Season the mixture with soy sauce, black pepper, and salt to taste.
Remove the vegetable mixture from heat and let it cool slightly.
Lay a spring roll wrapper on a flat surface with a corner pointing toward you.
Place a spoonful of the vegetable filling near the corner of the wrapper.
Fold the corner over the filling, then fold in the sides and roll tightly to seal.
Repeat the process with the remaining wrappers and filling.
Heat oil in a deep pan over medium-high heat until shimmering.
Fry the spring rolls in batches until golden brown, about 3-4 minutes per side.
Remove the fried lumpia and drain on paper towels before serving.
