Sprinkle in cumin, coriander, cardamom, cloves, and bay leaves, mixing well.
Pour in water and bring to a boil, then reduce heat to low.
Cover and simmer until beef is tender, about 45 minutes.
Stir in rice and add additional water if needed, ensuring rice is submerged.
Cover and cook on low heat until rice is tender, about 20-25 minutes.
Remove from heat and let sit covered for 5 minutes before serving.
Fluff the pilau with a fork and serve warm.
