Heat olive oil in a large pot over medium heat until shimmering.
Add chopped onions and sauté until translucent, about 5 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Add beef ribs and brown on all sides, about 8-10 minutes.
Pour in water to cover the ribs and bring to a boil.
Skim off any foam that rises to the surface.
Add chopped carrots, celery, and potatoes to the pot.
Season with bay leaves, black peppercorns, and salt.
Reduce heat to low and simmer for 2-3 hours until the meat is tender.
Remove the ribs and let cool slightly before shredding the meat from the bones.
Return the shredded meat to the pot along with chopped cabbage and parsley.
Simmer for an additional 15-20 minutes until the cabbage is tender.
Adjust seasoning with lemon juice and red pepper flakes before serving.
