Soak 4 cups of bulgur wheat in water for about 4 hours until softened.
Drain bulgur and squeeze out excess water using a towel.
In a food processor, combine chopped onion, minced garlic, red bell pepper, tomato sauce, jalapeño, and chicken broth. Blend until slightly chunky.
Add oregano, salt, and black pepper to the mixture.
In a bowl, combine the ground beef with the bulgur mixture and mix well to form a dough-like consistency.
Take a portion of the mixture and flatten it in your hand, placing a piece of mozzarella cheese in the center, then fold it over to form a patty.
Shape the patty to ensure the cheese is enclosed.
Heat oil in a deep pan to 350°F and fry the patties for about 3 minutes until golden brown.
Remove from oil and drain on paper towels.
