In a bowl, mix all purpose flour, nutmeg, baking powder, and salt until well incorporated.
In a separate bowl, mix sugar, vanilla essence, evaporated milk, and water until the sugar dissolves.
Add 3 tablespoons of salted butter to the flour mixture and mix until well combined.
Gradually add the liquid mixture to the flour mixture, mixing until achieving a sticky and slightly hard dough consistency.
Test the oil temperature by dropping a small piece of dough into the oil; if it floats, the oil is ready.
Drop spoonfuls of the dough into the hot oil, ensuring not to overcrowd the pan.
Fry on low medium heat until the sweet buns turn golden brown.
Remove the fried buns from the oil and place them on a paper towel to absorb excess oil.
