The mom adds coconut milk to the pressure cooker with peas for a side dish.
She seasons the peas and adds rice to the mixture in the pressure cooker.
The fish is seasoned with lime juice, black pepper, and allspice before cooking.
Heat vegetable oil in a large skillet over medium heat until shimmering.
Fry the fish for 3-4 minutes on each side until golden brown, then remove and set aside.
In the same skillet, add onion, bell pepper, garlic, and ginger; sauté until softened, about 5 minutes.
Add tomatoes, carrots, and thyme; cook for another 3-4 minutes until vegetables are tender.
Pour in soy sauce and water, then bring to a simmer.
Return the fish to the skillet, cover, and cook for 10-15 minutes until the fish is cooked through.
Adjust seasoning with salt and pepper to taste, if needed.
Garnish with scallions before serving.
