Soak moong dal in water for 4-6 hours or overnight.
Drain the soaked dal and blend it into a coarse paste.
Boil potatoes until tender, then peel and mash them.
In a mixing bowl, combine the dal paste, mashed potatoes, chopped onion, green chili, ginger, and garlic.
Add chopped coriander leaves, cumin seeds, salt, black pepper, lemon juice, turmeric, and red chili powder to the mixture.
Mix all ingredients thoroughly until well combined.
Shape the mixture into small patties or tikkis.
Coat each tikki with bread crumbs for extra crunch.
Heat oil in a pan over medium heat until shimmering.
Carefully place the tikkis in the pan, cooking until golden brown on both sides, about 3-4 minutes each side.
Remove tikkis and place them on paper towels to absorb excess oil.
Serve hot with mint chutney or yogurt dip.
