Peel and cut 4 or 5 ripe plantains into small pieces.
Boil the plantains in water until cooked.
In a bowl, season ground beef with garlic powder, paprika, oregano, and salt; mix well.
Add olive oil to a pan and cook the seasoned ground beef over medium-high heat.
Chop onions and bell peppers (using red, yellow, and green) and add them to the cooked ground beef; mix well.
Add tomato paste to the meat mixture for color and flavor; mix well and let it cook.
Mash the boiled plantains in a bowl, adding a little water and milk for smoothness.
Preheat the oven to 350°F.
Grease a baking dish with butter.
Layer the mashed plantains in the baking dish, followed by the meat mixture, and then another layer of mashed plantains.
Top with a generous amount of mozzarella cheese.
Bake in the oven for 10 to 12 minutes until the cheese is melted.
