Mix warm water and yeast in a bowl until frothy, about 5 minutes.
Combine flour, sugar, and salt in a large mixing bowl.
Add the yeast mixture, milk, eggs, melted butter, and vanilla extract to the dry ingredients.
Knead the dough until smooth and elastic, about 10 minutes.
Cover the dough with a cloth and let it rise in a warm place until doubled in size, about 1 hour.
Heat oil in a deep pot over medium heat until hot but not smoking.
Scoop small portions of dough and drop them into the hot oil.
Fry until golden brown, about 2-3 minutes per side.
Remove fried doughnuts and drain on paper towels.
Prepare syrup by boiling sugar and water together until thickened, about 10 minutes.
Add lemon zest and cinnamon to the syrup and stir well.
Soak the fried doughnuts in the syrup for a few minutes before serving.
