Heat vegetable oil in a large pot over medium heat until shimmering
Add chopped onions and sauté until translucent, about 5 minutes
Stir in diced carrots and cook for another 3-4 minutes
Add beef tail pieces and brown on all sides, about 8-10 minutes
Pour in water until the meat is submerged and bring to a boil
Reduce heat to low, cover, and simmer for 2-3 hours until meat is tender
Add chopped potatoes, garlic, cumin, black pepper, and salt
Stir gently to combine and ensure potatoes are submerged
Cover and cook for an additional 30-40 minutes until potatoes are soft
Taste and adjust seasoning if necessary
Garnish with fresh herbs before serving
