Slice the red bell pepper around the seeds.

Chop the green onions, using both the whites and greens.

In a dutch oven, add butter and vegetable oil, then add the chopped green onions and red bell pepper.

Cook and stir until the butter is melted and the vegetables are softened.

Remove the vegetables and set them aside.

Brown the breakfast sausage, breaking it up until fully cooked, then remove and set aside.

In the same dutch oven, add chicken broth and a little butter, then add the par boiled rice.

Stir once, bring to a boil, cover, and let it simmer for 25 minutes on low heat.

Remove the lid and add back the sausage, red bell pepper, and green onions with the butter.

Stir everything into the rice.

Add spices: Italian seasoning, cayenne pepper, black pepper, celery salt, salt, garlic powder, and onion powder.

Mix all together and cover for a few minutes to heat through.
