Prepare the dough by mixing flour, water, and salt until smooth; let it rest for 30 minutes.
Finely chop the onions and garlic; set aside.
Grate the carrots and mix with the chopped onions and garlic.
Add ground beef to the vegetable mixture; season with cumin, salt, and black pepper; mix well.
Divide the rested dough into small balls; roll each ball into a thin circle.
Place a spoonful of the beef mixture in the center of each dough circle.
Fold the dough over the filling to create a triangle; pinch the edges to seal tightly.
Brush the tops of the samsas with beaten egg and sprinkle with sesame seeds.
Preheat the oven to 375°F (190°C).
Place the samsas on a baking sheet lined with parchment paper.
Bake for 25-30 minutes until golden brown; alternatively, fry in oil until crispy and golden.
