Place 1 stick of butter in an 11x7 baking dish and melt it in the oven at 350°F for about 5 minutes.
In a small dish, mix cornstarch and cool water to create a cornstarch slurry until smooth.
In a large bowl, add sliced peaches in heavy syrup along with the juice, granulated sugar, brown sugar, a little bit of salt, cinnamon, and nutmeg. Mix until well combined and the sugar has dissolved.
Add lemon juice, vanilla extract, and the cornstarch slurry to the peach mixture. Stir to ensure the cornstarch is well incorporated.
Set the peach mixture aside and prepare the batter by adding all-purpose flour, baking powder, brown sugar, granulated sugar, and salt to a mixing bowl. Whisk until combined, breaking up clumps of brown sugar.
Slowly add milk to the dry ingredients, about 1/3 at a time, mixing well after each addition until the batter is mostly smooth.
Pour the batter over the melted butter in the baking dish, spreading it gently to the edges without stirring it into the butter.
Use a large spoon to evenly drop the peach mixture on top of the batter, controlling the amount of liquid added.
Sprinkle additional cinnamon on top of the cobbler before placing it in the oven.
Bake in the preheated oven for 45 to 55 minutes until golden brown and bubbly, and the crust is cooked through.
Let the cobbler cool for at least 20 minutes before serving.
