1 or 2 habanero/scotch bonnet peppers
1/2 cup water
1/4 cup white vinegar
3/4 tsp salt
2 cups corn flour (Maseca brand preferred)
1 1/2 - 2 cups warm water
2 tsp recado
1 tsp salt
2 cans tuna (drained thoroughly)
1/2 cup onions (chopped)
1/2 cup bell pepper (chopped)
1 small habanero/scotch bonnet
1 tbsp cooking oil (olive, canola, vegetable oil)
1 tbsp complete seasoning
2 tsp garlic powder
2 tsp onion powder
1 tsp thyme
1/2 tsp black pepper
1/2 lemon/lime
1 tsp Worcestershire sauce

Prepare the onion sauce by combining chopped onion, habanero peppers, water, white vinegar, and salt in a saucepan and simmer until onions are soft.

In a mixing bowl, combine corn flour, warm water, recado, and salt to form a dough.

For the fish filling, mix drained tuna, chopped onions, bell pepper, habanero, cooking oil, complete seasoning, garlic powder, onion powder, thyme, black pepper, lemon/lime juice, and Worcestershire sauce in a bowl.

Knead the dough until smooth and pliable, then divide into small balls and flatten each into a disc.

Place a spoonful of the fish filling in the center of each disc and fold over to seal the edges.

Heat oil in a deep skillet over medium heat and fry the panades until golden brown, about 3-4 minutes per side.
