Heat 1 1/4 cups low sodium beef broth on medium high.
Add 1 tablespoon corn starch to the broth and bring to a boil, stirring occasionally for 2 minutes.
Remove from heat and set aside to cool.
In a large saucepan, cook 2 pounds of ground turkey on medium heat until browned, about 6-10 minutes.
Add 3 teaspoons minced garlic, 1 1/2 teaspoons salt, 1/4 teaspoon cayenne pepper, 1/2 teaspoon white pepper, 1/4 teaspoon nutmeg, and 1/4 teaspoon cloves to the turkey and mix well.
Drain the meat and stir in the cooled beef broth mixture.
Let the meat filling cool for 1-2 hours before assembling the pies.
Roll out pie dough and cut out 4-inch circles for the bottom of ramekins.
Place the dough in the bottom of the ramekin, covering the sides.
Scoop the meat filling into the center of the dough.
Cut out 2 3/4 inch circles of dough for the top and place on the filling.
Make an egg wash with 1 whole egg and 2 teaspoons milk, and brush it on top of each pie.
Bake in a preheated oven at 425°F for 15-20 minutes until golden brown.
