Add chopped carrots, potatoes, and green peppers; mix well.
Pour in beef stock and add bay leaves and thyme.
Bring to a boil, then reduce heat to low and cover.
Simmer for 2-3 hours, stirring occasionally, until beef is tender.
Add diced tomatoes and season with salt; cook for an additional 30 minutes.
Remove bay leaves before serving.
Serve hot with rice or bread.
