- 4Stir in soy sauce, black pepper, and salt; mix well.
- 5Add diced potatoes and carrots; cook for 5 minutes, stirring occasionally.
- 6Pour in water and add bay leaves; bring to a simmer.
- 7Cover and cook until potatoes are tender, about 10-15 minutes.
- 8Stir in green peas and diced bell pepper; cook for an additional 5 minutes.
- 9Remove bay leaves and adjust seasoning if necessary.
- 10Garnish with chopped scallions before serving.
