Add 2 cups of basmati rice to a bowl and wash it.

Soak the washed rice for 30 minutes.

Bring water to a boil, then add 1 bay leaf, 1 inch of cinnamon stick, 1 tablespoon of oil, and 2 teaspoons of salt; stir.

Add the soaked rice to the boiling water and stir.

Cook the rice until done, then turn off the heat and strain the rice, keeping some water aside.

In a large skillet, heat 1 tablespoon of sesame oil and 2 tablespoons of sunflower oil.

Once the oil is hot, add 3 tablespoons of minced garlic and sauté until the raw smell goes off.

Add 1 finely chopped green chili and the white part of spring onions; sauté for 1 minute.

Add 1 finely chopped carrot and 1 finely chopped yellow capsicum; sauté until slightly cooked.

Add some reserved water to the skillet and mix well; cover and cook for 2-3 minutes until the vegetables are almost cooked.

Add the cooked rice to the skillet and mix well with the vegetables.

Season with 1/4 teaspoon of black pepper powder, 1 tablespoon of vinegar, and 1 tablespoon of black soy sauce; mix thoroughly.

Finally, add the green part of the spring onions and mix well before serving.
