Mix yeast with warm water and a pinch of sugar; let sit until frothy, about 5-10 minutes.
In a large bowl, combine flour, sugar, nutmeg, and salt.
Add the yeast mixture, milk, eggs, and vanilla extract to the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface for about 5-7 minutes until smooth.
Cover the dough with a cloth and let it rise in a warm place until doubled in size, about 1 hour.
Punch down the dough and divide it into small balls, about the size of a golf ball.
Heat vegetable oil in a deep pan over medium heat until hot.
Fry the dough balls in batches until golden brown, about 3-4 minutes per side.
Remove the fried doughnuts and drain on paper towels.
Dust with powdered sugar before serving.
