Heat olive oil in a large pot over medium heat until shimmering.
Add diced onion, carrot, and celery; sauté until softened, about 5-7 minutes.
Stir in minced garlic and cook until fragrant, about 1 minute.
Add ground beef and pork; cook until browned, breaking apart with a spoon, about 8-10 minutes.
Stir in tomato paste and cook for 2-3 minutes until darkened.
Pour in red wine and simmer until reduced by half, about 5 minutes.
Add canned tomatoes, bay leaves, and thyme; stir to combine.
Bring to a simmer, then reduce heat to low and cover partially.
Cook for 1.5 to 2 hours, stirring occasionally, until thickened.
Stir in milk and season with salt and black pepper to taste.
Remove bay leaves and thyme stems before serving.
Serve over pasta, topped with grated parmesan cheese.
