Grate 3 potatoes over the small hole side and place them in a bowl.
Grate 2 potatoes over the medium-sized holes and add them to the bowl with the grated potatoes.
Add chopped onion to the bowl.
Beat 1 egg and add it to the bowl, mixing well.
Add salt, pepper, and garlic powder, then mix again.
Add flour and mix until combined.
Preheat the skillet over medium heat and add half of the vegetable oil, spreading it around the skillet.
Once heated, add the potato mixture to the skillet with a spoon and press it down to make them thin.
Turn heat to medium-low and cook for about 3-4 minutes on each side until golden brown.
When done, place pancakes on a plate and cover with tin foil to keep warm.
Add the remaining oil to the skillet and cook the rest of the potato mixture.
For the sour cream sauce, combine sour cream, chopped scallions, salt, pepper, and squeezed garlic, then mix well.
