Preheat the oven to 375°F (190°C).
Prepare a baking dish by lightly greasing it with olive oil.
Arrange the salmon fillets in the baking dish, skin-side down.
In a skillet, heat olive oil over medium heat until shimmering.
Add sliced garlic, onion, and bell pepper; sauté until softened, about 5 minutes.
Stir in grated carrot and cook for an additional 2-3 minutes.
Add bay leaves, white vinegar, paprika, black pepper, and salt; cook for 1 minute.
Pour the vegetable mixture over the salmon fillets evenly.
Cover the dish with aluminum foil and bake for 20-25 minutes, until the salmon is cooked through.
Remove from the oven and let it cool slightly.
Sprinkle fresh herbs, lemon juice, and capers over the top before serving.
Serve warm or at room temperature with crusty bread or rice.
