Start the heat.

Add eggs to the bowl and mix well.

Prepare bulgur by adding it to a clay bowl with onion, cumin, and salt.
Add flour and soaked pepper to the bulgur mixture.
Pour a little water into the mixture and add ground beef.
Minced the mixture in a meat grinder and fry in oil.
Add more ingredients including walnuts, parsley, onion, and red pepper to the mixture.
Roll a fistful of bulgur meat into a ball and use a rolling pin to shape it.
Fry the shaped bulgur meat in olive oil until cooked.
