Combine flour, sugar, salt, and instant yeast in a large mixing bowl.
Warm milk and butter until melted; let cool slightly.
Add eggs, orange zest, and orange juice to the milk mixture; whisk until combined.
Pour the wet ingredients into the dry ingredients; mix until a dough forms.
Knead the dough on a floured surface until smooth, about 5-7 minutes.
Place the dough in a greased bowl; cover and let rise until doubled, about 1-2 hours.
Preheat the oven to 350°F (175°C).
Punch down the risen dough and roll it out into a rectangle.
Spread softened butter over the dough and sprinkle with cinnamon and nutmeg.
Roll the dough tightly into a log and slice into equal portions.
Place rolls in a greased baking dish; cover and let rise for another 30-45 minutes.
Bake in the preheated oven until golden brown, about 20-25 minutes.
Let cool slightly before drizzling with a glaze made from powdered sugar, orange juice, and vanilla extract.
