Grind 1 cup of instant oats into a fine powder using a food processor or blender.
Add the ground oats to a mixing bowl.
Add 1 cup of semolina to the bowl with the oats.
Add 1 inch of grated ginger and 1/2 teaspoon of cumin seeds to the mixture.
Add 1 chopped green chili to the bowl.
Pour in 1 cup of buttermilk (or mix 1/2 cup yogurt with 1/2 cup water) into the bowl.
Mix the ingredients well to form a thick batter.
Add 1/2 cup of water to the batter and mix.
Add an additional 1/4 cup of water to adjust the consistency of the batter.
Season the batter with 1/2 teaspoon of salt.
Add 1/2 cup of grated carrot, 2 tablespoons of chopped green onions, 1/4 cup of chopped beans, and 2 tablespoons of chopped cilantro to the batter.
Combine everything well into the batter until smooth and thick.
Place a pan over medium heat and grease it with nonstick cooking spray.
Pour one spoonful of uthappam batter into the pan and cover with a lid.
Cook for a couple of minutes until the bottom is cooked well.
Flip the uthappam over and cook for 2 more minutes until the other side is cooked.
Transfer the uthappam onto a plate.
