Soak bulgur wheat in water overnight.
Squeeze out excess water from bulgur and move to a separate container.
Add 2 tablespoons sofrito, 1 teaspoon sazon, 1/2 teaspoon salt, and black pepper to the bulgur and mix well.
Season 3 pounds of ground beef with 2 tablespoons sofrito, 1 teaspoon adobo, 1 packet sazon, 1/2 teaspoon salt, and black pepper, then mix.
Take half of the seasoned ground beef and mix it with the bulgur wheat.
Cook the remaining ground beef for about 30 minutes over medium-high heat, adding 1 scoop of tomato sauce before finishing.
Form the bulgur and beef mixture into balls, making a dent in each to add more ground beef inside, then close them up.
Heat oil over medium-high heat and fry the quipes until golden brown.
