Mix flour, salt, and yeast in a bowl.
Warm water slightly and add to the flour mixture.
Knead the dough until smooth and elastic, about 10 minutes.
Cover the dough and let it rise in a warm place until doubled, about 1 hour.
In a separate bowl, combine cottage cheese, sugar, egg, vanilla, and lemon zest.
Roll out the dough on a floured surface to about 1/4 inch thick.
Cut the dough into circles using a glass or cookie cutter.
Place a spoonful of the cheese mixture in the center of each circle.
Fold the dough over and pinch the edges to seal tightly.
Heat oil in a deep fryer to 350°F (175°C).
Fry the filled dough until golden brown, about 3-4 minutes per side.
Remove from oil and drain on paper towels.
Dust with powdered sugar before serving.
